- Luiz Paulo Fernández Conde (6 August 1934 – 21 July 2015) was a Brazilian politician and architect.
- Conde served as the Vice Governor of Rio de Janeiro state from 2003 to 2007.
- He previously served as the Mayor of Rio de Janeiro from 1997 to 2001.
- Conde was born in Rio de Janeiro. Conde was elected Mayor of Rio de Janeiro in 1996 as a member of the Liberal Front Party.
- On October 30, 2000, Mayor Conde was defeated in the mayoral runoff election by Cesar Maia of the Brazilian Labour Party.
- Conde's loss to Maia, who came from behind to win the election, was considered a major upset.
- He died at the age of 80 on 21 July 2015.
