- He is also the titular Bishop of Tetci in Tunisia.Perez was ordained a priest on 5 May 1990.
- He was consecrated a bishop on 10 May 2014 by Cardinal Ricardo Ezzati Andrello, Archbishop of Santiago de Chile, and appointed Auxiliary Bishop of Santiago de Chile.
