  • He represented 5th Queens in the Legislative Assembly of Prince Edward Island from 1966 to 1970 as a Liberal. He was born in Charlottetown, the son of J.
  • Henri Blanchard, who was the son of Jeremiah Blanchard, and Ursule Gallant.
  • Blanchard was educated at Prince of Wales College and Saint Dunstan's University.
  • He was called to the bar in 1953.
  • In 1955, he married Jean Aylward.
  • Blanchard was an unsuccessful candidate for a seat in the provincial assembly in 1962.
