- He received his education in Leningrad and in 1996 was appointed Chief of the Northwestern Directorate of the State Customs Committee of Russia, a position from which he resigned in October 2001.
- Since 1 November 2004 he has been a First Deputy Chairman of the Federal Customs Service of Russia under Alexander Zherikhov and Andrey Belyaninov.
