Adrianus Petrus Wilhelmus "Ad" Melkert (Dutch: ['?t 'm?lk?rt] (listen); born 12 February 1956) is a Dutch politician and diplomat of the Labour Party (PvdA) and nonprofit director.
He is an Extraordinary Member of the Council of State since 20 January 2016.
Melkert attended the Johan de Witt Gymnasium in Gouda from June 1968 until July 1974 and applied at the University of Amsterdam in July 1975 majoring in Political science obtaining an Bachelor of Social Science degree in June 1977 before graduating with an Master of Social Science degree in July 1981.
Melkert worked as an political activist for the youth forum of the European Community in Brussels from March 1978 until September 1983 and as a nonprofit director for Oxfam Novib from September 1983 until June 1986.
Melkert was elected as a Member of the House of Representatives after the election of 1986, taking office on 3 June 1986 serving as a frontbencher and spokesperson for Finances.
After the election of 1994 Melkert was appointed as Minister of Social Affairs and Employment in the Cabinet Kok I, taking office on 22 August 1994.
After the election of 1998 Melkert returned as a Member of the House of Representatives, taking office on 19 May 1998.
Following the cabinet formation of 1998 Melkert per his own request asked not to be considered for a cabinet post in the new cabinet, he was seen as a rising star by the Labour Party leadership and was considered as the favorite son to succeed Wim Kok as the next Leader of the Labour Party and was selected as the Parliamentary leader of the Labour Party in the House of Representatives, taking office on 13 July 1998.
The Cabinet Kok I was replaced by the Cabinet Kok II on 3 August 1998.
In December 2001 the Leader of the Labour Party and incumbent Prime Minister Kok announced he was stepping down as Leader and that he wouldn't stand for the election of 2002, the Labour Party leadership approached Melkert as a candidate to succeed him, Melkert accepted and became the Leader of the Labour Party and Lijsttrekker (top candidate) for the election, taking office on 15 December 2001.
The Labour Party suffered a big loss, losing 22 seats and fell back as the fourth largest party and now had 23 seats in the House of Representatives.
On May 16, 2002 Melkert announced he was stepping down as Leader and Parliamentary leader taking responsibility for the defeat but continued to serve in the House of Representatives as a backbencher.
In October 2002 Melkert was nominated as an Executive Director of the World Bank Group (WBG) and the International Monetary Fund (IMF), he resigned as a Member of the House of Representatives on 17 October 2002 and was installed as Executive Director, taking office on 1 November 2002.
In January 2006 Melkert was nominated as Associate Administrator of the United Nations Development Programme (UNDP), he resigned as Executive Director of the World Bank Group and the International Monetary Fund the same day he was installed as Associate Administrator, taking office on 1 March 2006.
In June 2009 Melkert was appointed as Special Representative of the Secretary-General for the United Nations Assistance Mission for Iraq (UNAMI), he resigned as Associate Administrator the same day he was installed as Special Representative, serving from 7 July 2009 until 1 October 2011.
In December 2011 Melkert was a candidate as the next Director-General of the International Labour Organization (ILO) but lost the nomination to former General Secretary of the International Trade Union Confederation (ITUC) Guy Ryder.
Melkert semi-retired from national politics and became active in the private sector and public sector and occupies numerous seats as a corporate director and nonprofit director on several boards of directors and supervisory boards (International Institute of Social History, Institute for Multiparty Democracy, Atlas Professionals, Max Havelaar Foundation, Intertrust Group and Terre des hommes) and serves on several state commissions and councils on behalf of the government (Public Pension Funds APB and the Social and Economic Council).
In December 2015 Melkert was nominated as an Extraordinary Member of the Council of State, taking office on 20 January 2016.
Melkert also works as a trade association executive for the Hospitals association serving as Chairman since 1 December 2018 and as a sport administrator serving as Chairman of the Supervisory board of ADO Den Haag since 17 February 2018.
