Juan Cruz Alli Aranguren (born 21 September 1942) is a Spanish politician and former President of Navarre between 1991 and 1995 and again for a few months in 1996.He was a professor at the Law Faculty of Burgos in the University of Valladolid and is permanent professor of Administrative Law at the public University of Navarra.
He was previously a member of the City Council of Pamplona and a lawyer.
