- Leonid Vasil’evich Smirnov (Russian: ???????, ?????? ??????????) (3 April 1916 - 21 December 2001) was director of the missile factory at Dnipropetrovsk in the late 1950s, developing strategic missiles for the defence of the USSR.
- In March 1963 he became Deputy Chairman of the Council of Ministers, reporting to Minister of Defence Dmitriy Ustinov.
