Tove Astri Strand (born 29 September 1946) is a Norwegian director and former politician for the Labour Party.
She was active in politics between 1963 and 1992, including two periods as a government minister.
She headed the Norwegian Agency for Development Cooperation from 1997 to 2005, and since 2005 she is the director of Ullevål University Hospital.
