- Eleanor Parker Sheppard (July 24, 1907 – March 13, 1991) was an American civic activist, housewife and Democratic politician who became the first woman to be elected to the city council of Richmond, Virginia, and later became her adopted city's first female mayor, then represented its citizens in the Virginia General Assembly for a decade.
