Kirovs Lipmans (born 5 November 1940, Liepaja) is a Latvian Jewish businessman and the former president of the Latvian Ice Hockey Federation from 1994 to 1995 and from 1998 to 2016.
Since 2003, Lipmans is also chairman of the Riga OMX exchange listed pharmaceutical company Grindeks, where he also is the largest shareholder.On 12 April 2001, Lipmans was awarded the Order of the Three Stars (4th Class), whilst he was the chairman of the Riga OMX exchange listed metallurgy company Liepajas Metalurgs.
