Professor Chang Hsin-kang, GBS, JP, FREng (simplified Chinese: ???; traditional Chinese: ???; pinyin: Zhang Xìngang; born 9 July 1940, Shenyang, Liaoning, China), was the President of City University of Hong Kong.
He received his Bachelor's Degree in Civil Engineering from National Taiwan University in 1962, his master's degree in Structural Engineering from Stanford University in 1964, and his PhD in Biomedical Engineering from Northwestern University in 1969.
