About David B. Samuel

  • David Baxter Samuel (May 8, 1874 – May 24, 1937), was an attorney, jurist, and Democratic politician in Shreveport, the seat of Caddo Parish in northwestern Louisiana. Samuel was born in Little Rock, Arkansas, and graduated from Peabody High School there.
  • He obtained his legal credentials from the University of Arkansas Law School in Fayetteville.
  • He moved to Shreveport in 1900.
  • He was a member of both the American and Louisiana bar associations. He married the former Blanche Daniel of Lonoke, the seat of Lonoke County near Little Rock.
  • They had one daughter. Samuel was elected to the Louisiana House of Representatives in 1912 and served a single term until 1916.
  • Samuel had three at-large colleagues from Caddo Parish prior to the implementation of single-member districts in 1972, Joseph E.
  • Johnston, Jr., Perry P.
  • Keith, and Speaker Lee Emmett Thomas.
  • Samuel was elected Shreveport municipal judge in 1916, a position which he retained for the remainder of his life. Samuel was a member of B'Nai Zion Jewish congregation.
  • He also joined the El Karubah Shrine Temple, the Elks, the Freemasons, the Knights of Pythias, and the Woodmen of the World, all in Shreveport. He is interred at the Stoner Avenue Jewish Cemetery in Shreveport.
