Kelly (September 2, 1926 – November 13, 2018) was an American politician who served as a Member of the Florida House of Representatives representing 35th district from 1978 to 1982, the 46th district from 1982 to 1992, and the 42nd district from 1992 until 2000.
He served as Speaker Pro Tempore from 1990 to 1992.
He latterly lived in Tavares, Florida with his family and died in November 2018 at the age of 92.
