- Ismael Abraão Gaspar Martins (born 12 January 1940) is an Angolan diplomat and political figure who has been Angola's Permanent Representative to the United Nations since 2001.
- Previously he was Minister of Finance from 1977 to 1982, Minister of External Trade from 1982 to 1987, and Executive Director of the African Development Bank from 1989 to 1995.
