- He was a member of the Australian Labor Party (ALP) and served in the House of Representatives from 1967 to 1993, representing the Division of Corio.
- He served terms as Speaker of the House of Representatives (1975–1976), Minister for Defence (1983–1984), and Minister for Territories (1984–1987).
