- Navy veteran, and member of the Democratic Party who is the U.S.
- Representative for Virginia's 2nd congressional district.
- The district includes most of the heart of Hampton Roads, including all of Virginia Beach and Williamsburg and large portions of Norfolk and Hampton, as well as the Eastern Shore.
