He qualified as a notary in 1852 and set up practice at Wotton.
Picard was mayor of Wotton from 1860 to 1862 and registrar for Wolfe County from 1862 to 1867.
He was also a justice of the peace, a lieutenant-colonel in the militia and served as a member of the school board and president of the Agricultural Society.
Picard was reelected to the Quebec assembly in 1871, 1875, 1878, 1881 and 1886 in Richmond-Wolfe and then in Wolfe in 1890 after the riding was split.
