Jeffrey "Jeff" Whitley (born 28 January 1979 in Ndola, Copperbelt Province) is a Zambian-born Northern Irish former professional footballer.
He twice won promotion to the Premiership with Manchester City in 2000 and Sunderland in 2005 and was a Northern Ireland international.
His brother, Jim was also a professional footballer.
