- Army officer.From 15 September 1989 to 27 July 1993, Menoher, then a Major General, served as Chief of the Military Intelligence Corps.
- On 12 August 1993, Menoher became the Commanding General, U.S.
- Army Intelligence and Security Command. Later as a Lieutenant General, Menoher became Deputy Chief of Staff for Intelligence, Headquarters, Department of the Army. General Menoher is a member of the Military Intelligence Hall of Fame.
