- Torres, is a former football (soccer) referee from Colombia.
- Torres Cadena served as a FIFA referee for several international tournaments, including the 1989 FIFA World Youth Championship and the 1992 Olympic football tournament.
- He also worked as a referee for 1994 World Cup qualifiers.He is mostly known for supervising four matches in the 1994 FIFA World Cup in the United States.
- Torres Cadena officiated the first-round match between Belgium and Morocco, the first-round match between Ireland and Norway, the quarterfinal between Germany and Bulgaria, and the semifinal between Brazil and Sweden.
